At the Taxi Commission The Taxi Commission held its final meeting on Feb. 24 in the North Light Court of City Hall. The following is a summary of significant commission proceedings at recent meetings: December 9 The commission revoked the A-card of Driss Elassali for violations of the Vehicle Code and Taxi Rules and Regulations. In a second proceeding, the commission upheld a hearing officer’s determination that Elassali was not illegally operating a color scheme.It discussed commission priorities prior to the transfer of its authority to the MTA. It approved amendments to Taxi Rules and Regulations requiring companies to keep and file a driver roster and daily shift schedule. January 13 The commission conducted its annual safety hearing. It discussed draft SFMTA Taxi Rules and Regulations. MTA Director of Taxis and Accessible Services Christiane Hayashi gave an overview of the draft January 27 The commission again discussed draft MTA Taxi Regulations.It heard a presentation from the San Francisco Department of Public Health on the Healthy San Francisco Plan, which provides access to health care to city residents. It discussed a proposed taxi driver health plan the commission previously recommended to the Board of Supervisors which was never acted upon by the board. February 10 The commission discussed allocation of proceeds of the Taxi Driver Benefit Fund.It discussed the Second Quarter Report of the Clean Air Taxi Program.It revoked the medallion and A-card of Tu Lam for violations of Taxi Rules and Regulations and the Police Code. It recommended to the MTA the adoption of draft rules on medallion leasing. February 24 The commission’s final meeting was held in the North Light Court of City Hall. It approved a resolution recommending allocation of proceeds of the Taxi Driver Benefit Fund to a scholarship fund for children of taxi drivers through San Francisco State University, with remaining funds to be applied to assisting families of cab drivers killed on the job. Executive Director Jordanna Thigpen presented the Taxi Commission’s Final Report, which detailed the work of the commission over the years, and distributed Certificates of Commendation to drivers and to city officials involved in the work of the commission. President Paul Gillespie and other commissioners made their own concluding remarks. The commission approved a resolution recommending to the MTA the continuation and expansion of the Clean Air Taxi Program. =============================================================== George P.
