At
the Taxi Commission
The Taxi Commission meets the second and fourth Tuesdays
of each month at 6:30 p.m., in room 400 of City Hall. Special meetings
may be scheduled as needed. The following is a summary of significant
commission proceedings at recent meetings:
November
8
The commission heard a presentation from James Lee and Jack Fleck of
the Department of Parking and Traffic (DPT) concerning taxi stands and
white zone enforcement, including taxi stands at BART stations, as well
as other parking and traffic issues.
It discussed but took no action on funding an investigator to enforce
laws against vehicles illegally performing taxi services.
It approved a resolution aimed at establishing an alternative penalty
of community service in lieu of a monetary fine for violations of taxi
rules and regulations.
It held a closed session to confer with legal counsel regarding a lawsuit
involving two permits formerly held by King Cab owner Elias Bowie, now
deceased. (The permits have since been surrendered for reissuance to
applicants.)

The commission approved a resolution supporting the development of incentives
to increase the number of clean-air taxis. (See p.1.)
It heard presentations from the three existing taxi schools about training
materials and discussed increasing the amount of training for new drivers.
December

The commission heard a presentation from Todd Rydstrom of the Controller’s
Office on the Controller’s meter and gate report. (see p. 1.)
Tristan Bettencourt of the commission staff presented a report on the
requirement that permit holders be active drivers to keep their medallions
(the “essential eligibility requirement.”) The commission
discussed but took no action on the report’s recommendations.
The item was to be discussed again at the Jan. 24 commission meeting.
The commission heard and discussed a report on the annual taxi safety
hearing held Dec. 1. (See p.3.)

The commission discussed changing the standards for taxi vehicle life.
It approved a resolution supporting legislation introduced by Supervisor
Aaron Peskin amending the Police Code to prevent a permit holder from
joining or transferring to a color scheme that is not in compliance
with paratransit rules and regulations.
